IT Resource Manager / Capability Manager - Insurance - London / Working from home

Role Description:

Our client, a leading Insurance organisation has an immediate contract requirement (Outside IR35) to support portfolio planning and management by creating accurate resource plans to identify the number of people, their roles and the skills required to deliver projects and programmes reporting into the Head of IT Change Delivery. Specific responsibilities are listed below:-

Specific Responsibilities:

  • Design, develop, maintain, communicate and execute a robust Resource and capacity planning function and a framework which is aligned to IT policies, processes and standards in conjunction with Programme Management Office
  • Document, maintain, improve and communicate changes to resource management process, tools and templates
  • Identify and implement practical solutions to manage capacity and capability
  • Ensure that programmes/ projects produce robust forecasts and resource plans based on a common set of assumptions and standards
  • Collate resource demand and utilisation across the portfolio and provide assurance and governance of resource plans, pipeline activity and chair Resource Boards as appropriate
  • Collaborate to configure and maintain an appropriate resource management database and tools
  • Manage the resource data collection and reporting and to ensure the integrity of the data is maintained and can highlight trends and patterns within resourcing
  • Build a relationship with HR and support the hiring process to ensure candidates meet the capability demands for their role; define the recruitment standards and ensure these are both reportable and can be enforced
  • Promote the benefits of resource planning and provide advice, guidance and support to drive adoption and adherence to agreed processes and standards
  • Define, implement and manage a framework for career path planning within IT for all permanent employees
  • Establish clearly defined role definition with IT that can be benchmarked and measured against industry standards; this includes the ownership, management and communication across IT
  • Manage and maintain a central log of external providers providing a service to IT that tracks and measures performance; this must be reportable to senior IT management
  • Undertake other duties as assigned by Head of IT Change Delivery



What Successful Candidate Needs to Succeed:-

  • Previous experience in a Resource Manager role within a matrix reporting structure is important, as is being self-sufficient and self-managing on a day-to-day basis
  • Proven experience in the development of plans to ensure that the organisation has appropriately skilled resources to meet organisational objectives and commitments
  • Be able to demonstrate experience in effective implementation of resource planning, recruitment, selection, assessment, on-boarding and transitioning of resources
  • Experience at working both independently and in a team-oriented, collaborative environment across multiple time zones
  • Have a good understanding and be able to provide advice on standards, methods and tools for resource management
  • Be an experienced user of PlanView or a similar application will be highly desirable
  • Have strong stakeholder management & influencing skills in order to be able to raise the profile of resource management
  • Excellent interpersonal and communication skills; persuasive, encouraging & motivating; must be able to elicit co-operation & interact professionally with a diverse group of stakeholders
  • Flexible and pragmatic approach to ensure deadlines are met
