Job description

Our client a public sector Constabulary are looking for an ICT Core Systems Service Manager to join on a permanent bases.

Purpose of the role:

  • Act as the Single Point of Contact (SPOC) and a decision maker for Records Management System (RMS), and they will lead the User Group. This pivotal role will ensure only one method to change functionality across the three integrated systems.
  • To represent our client at national, regional and local meetings to enable maximisation of the development of RMS.
  • To work with the Minerva delivery teams to ensure that the organisation is aligned with thevision ensuring maximisation of RMS to transform how the forces work together, share information and realise the benefits.
  • To represent our client at specialist RMS system owner meetings, with engagement to evolve and develop the force relationship around product development.
  • To coordinate developments within RMS making sure it remains updated and fully supportive of the operating mode, including holistic management across associated systems, to ensure continued parity between the interfaces.
  • To optimise performance and effectively manage changes, oversee, monitor, and address development and change requirements within RMS and associated systems. Ensure integration between local and national interfaces, while maintaining alignment with forces, especially those involved in the South West Collaboration.
  • To prioritised development and work with stakeholders to maximise development opportunities.
  • To support the RMS service team to rectify issues by problem solving at a local level, support improvements in functionality to meet local and Authorised Professional Practice (APP) objectives and support policing activity.

Key Tasks include:

  • Identifies and resolves issues with applications, following agreed procedures. Uses application management software and tools to collect agreed performance statistics. Carries out agreed applications maintenance tasks.
  • Applies ethical and robust techniques in the transformation of data from one format/ medium to another, in line with organisational policies and procedures and being sensitive to risks around the use of information.
  • Defines and manages scoping, requirements definition and prioritisation activities for small-scale changes and assists with more complex change initiatives. Follows agreed standards, applying appropriate techniques to elicit and document detailed requirements. Provides constructive challenge to stakeholders as required. Prioritises requirements and documents traceability to source. Reviews requirements for errors and omissions. Provides input to the requirements base-line. Investigates, manages and applies authorised requests for changes to base-lined requirements, in line with change management policy.
  • Reviews requirements and specifications, and defines test conditions. Designs test cases and test scripts under own direction, mapping back to pre-determined criteria, recording and reporting outcomes. Analyses and reports test activities and results. Identifies and reports issues and risks associated with own work.

Qualifications:

  • Desirable to have working knowledge in RMS (Niche), Pronto and CAD systems
  • Familiarity with ITIL or similar service management frameworks.
