Interim HRA Consultant
Remote Working
Duration: Temporary, Full-time - 4-6 Months Initially
An authority based in the South West is embarking on an exciting initiative to establish a Housing Revenue Account (HRA) to better manage, build, acquire and deliver housing services for the residents.
As part of this endeavour, they are seeking a skilled and experienced Interim HRA Consultant to provide strategic guidance and support during this critical phase of implementation. Reporting directly to the Director of Finance (s151), the Interim HRA Consultant will play a pivotal role in shaping the establishment of the HRA and ensuring its successful integration into existing council operations.
Key responsibilities include:
* Collaborate with senior management to develop and implement strategic plans and objectives for the HRA, aligning with the Council's broader housing strategy and goals.
* Oversee the financial planning and budgeting process for the HRA, including revenue forecasting, expenditure analysis, and capital investment planning.
* Lead the development of policies and procedures governing the operation of the HRA, ensuring compliance with regulatory requirements and best practices in housing management.
* Develop a 30-Year Business Plan
* Build and maintain effective relationships with internal stakeholders, external partners, and community
