Job description

A public sector client is looking for a Senior GIS (Geographic Information System) Officer to assist in long term scenario planning, to inform an analysis of risk across Scotland.

Person Specification:

Essential Criteria

- A relevant degree in a numerate discipline, ideally with a major component of geographic analysis, or equivalent experience gained in an environment requiring a high level of quantitative analytical skill.

- Experience in managing small teams to deliver projects within timescales and resource.

- Significant experience with at least one ESRI desktop software package, either ArcGIS Pro or ArcMap, however experience in other GIS packages such as QGIS, Mapinfo, Cadcorp SIS, Leaflet for R, Google Maps API, Maptitude etc would also be suitable

- Experience of building web mapping applications using cloud-based web mapping platforms such as ArcGIS Online, Google Maps, Carto, Mapbox etc

- Experience of quantitative analysis, with proven experience in manipulating large and complex datasets using spreadsheets such as Excel as a minimum requirement

- Excellent problem-solving skills with particular focus on GIS applications

- Receptive to learning, adapting and applying solutions using new GIS applications, technology and techniques

- Good communication skills in presenting complex issues, especially for non-specialist staff

- Ability to work under own initiative with periodic guidance and support

- Ability to work as part of a small team of staff to achieve common departmental goals

Role Overview:
The role involves supporting medium and long-term scenario planning, to inform an analysis of risk across Scotland's communities. The post holder will require a highly developed knowledge of GIS, involving collation, geocoding and analysis of spatial data, as well as building and testing models in order to identify where can deliver a balanced prevention, protection and response service.


The role requires robust problem-solving skills from an experienced, well organised self-starter requiring minimal supervision. Strong liaison proficiency with both internal staff, external agencies and senior management, including the ability to explain and visualise complex systems in accessible layman terms are key to the role. Where required, the post holder will work jointly with the GIS Officer and other staff on delivering specific tasks. The role requires confidence in handling all forms of data using common database management tools, GIS, business intelligence applications, spreadsheets & dashboards to communicate findings to a range of audiences.


The work will support a wider portfolio of service transformation projects known as the Service Delivery Model Programme (SDMP). The projects in turn, will examine small area statistics spatially across Scotland with the aim of modelling and testing a range of socio-economic, physical & environmental outcomes to inform both the likely and potential operating environments for the service over the medium to long term. This is to ensure the service has the appropriate resources in the right place at the right time to meet known and predicted risk. The post would not be politically restricted.
