Are you an experienced leader in financial crime or intelligence, ready to take on one of the most senior financial crime roles in the Bailiwick of Guernsey?
Investigo Government Solutions have partnered with the Economic & Financial Crime Bureau (EFCB) to recruit a Deputy Director - Head of Financial Intelligence Unit (FIU). This is a permanent, senior leadership role offering the opportunity to shape the strategic and operational direction of the FIU and work at the highest level to protect the integrity of Guernsey's financial system.
Summary of the position:
The Financial Intelligence Unit is the Bailiwick's hub for receiving, analysing, and developing intelligence on money laundering, terrorism financing, and proliferation financing. As Deputy Director and Head of FIU, you will lead the team responsible for turning intelligence into actionable outcomes, developing policy, and working closely with domestic and international partners to safeguard the Bailiwick's reputation as a premier financial centre.
This is a high-profile role requiring strategic vision, operational expertise, and a strong understanding of international AML/CFT/PF frameworks. The successful candidate will provide clear leadership, oversee complex intelligence operations, and represent the Bailiwick on the global stage, including at EGMONT and other international forums.
Key Responsibilities:
· Provide strategic leadership for the FIU, ensuring alignment with international standards (FATF, Egmont).
· Oversee intelligence development work, producing high-quality disseminations to support criminal investigation and asset recovery.
· Develop and deliver key performance indicators, publishing an annual FIU public report.
· Lead international collaboration, representing Guernsey at key financial intelligence forums and contributing to global best practice.
· Oversee strategic threat assessments and feedback processes with reporting entities and partners.
· Act as Senior Responsible Officer for FIU projects, managing budgets and reporting to the Director and the Committee for Home Affairs.
· Provide lawful authorisation under the consent regime and act as FIU data controller, ensuring compliance with governance and data protection requirements.
· Line manage and develop FIU senior managers, ensuring a culture of professionalism, performance, and continuous improvement.
Key Skills / Experience Required:
· Over 5 years' experience at a senior management level in financial crime, economic crime, intelligence, or a commensurate field.
· Proven ability to lead and manage complex intelligence functions under the UK National Intelligence Model.
· Deep understanding of AML/CFT/PF legislation, the criminal justice process, and FATF standards.
· Strong analytical and decision-making skills, with the ability to assess complex data and provide strategic advice.
· Excellent communication and stakeholder engagement skills, including experience representing organisations at senior national or international level.
· Commitment to the highest ethical standards, confidentiality, and integrity.
Preferred Qualifications / Experience:
· Relevant professional accreditation in financial crime, AML, compliance, or intelligence.
· Evidence of senior leadership or strategic command training.
· Security Clearance (SC) or willingness to obtain.
