Electronic Communication Surveillance Business Analyst (Banking - London)


The role sits at the intersection of Compliance, Technology, and Change Delivery, helping to design and implement new communications surveillance capabilities within the bank.

They'll take ownership of the high-level design, project coordination, financial tracking, and technical delivery for a new surveillance platform (or enhancement to existing tooling). The project is currently in initiation, so strong end-to-end project delivery and stakeholder coordination experience is key.

1. Core Experience

  • Electronic Communications Surveillance within Banking or Financial Services (essential).
  • Has delivered or integrated new surveillance technologies into existing communication environments.
  • Experience leading or coordinating across Compliance, Risk, IT, and Operations teams.
  • Strong understanding of project governance, financial tracking, and delivery lifecycle.

2. Technical / Tool Knowledge

Experience with (one or more):

  • Smarsh, NICE, SteelEye, Behavox, Global Relay, Shield, Proofpoint, or similar platforms.
  • Integration of WeChat, WeCom, WhatsApp, Symphony, Teams, and social media channels into surveillance systems.
  • Understanding of data capture, storage, archiving, and alerting workflows.

3. Delivery / Change Management

  • Skilled at coordinating high-level design, requirements gathering, project phasing, and resource planning.
  • Has experience obtaining project funding, preparing business cases, and managing vendor engagement.
  • Strong documentation skills (BRDs, FRDs, process maps, and stakeholder decks).
  • Familiar with Agile and Waterfall delivery environments.

4. Regulatory & Compliance Knowledge

  • Deep understanding of communications surveillance obligations under MAR, MiFID II, Dodd-Frank, and SMCR.
  • Awareness of conduct risk, market abuse, and data privacy implications.
  • Can interpret regulatory requirements and translate them into technical and operational solutions.

5. Interpersonal & Soft Skills

  • Excellent stakeholder management and communication skills.
  • Confident working with senior compliance officers, IT architects, and project sponsors.
  • Proactive, detail-oriented, and comfortable in complex, matrixed banking environments.
